What is the best state to retire in, with regard to social services and medical care?

I live in Quartzsite, AZ now.  The cost of living is very low:  for example, my mobile home mortgage payment and lot rental combined are about $450/mo. I currently owe the hosp. in Parker over $700. BUT in order to get on Medicaid (here it's called AHCCS) I'd have to have an income far less than my meager SS income of $1159/mo.  I'd like input on which states are the best for medicaid and social services.
