Basically any Android phone or tablet with a front facing camera running gingerbread or later should be capable to run skype with video. How well it will run will depend on your wifi or 3g connection. |

Checkout the Nexus 7 tablet which will be shipping soon. Seems like a very nice package starting at less than $200. It has a quad-core processor, the latest "Jelly Bean" Android operating system and front facing camera for Skype. However, it does not have a slot for additional memory. |
