Landline alternative compatible with medical alarm and Alzheimer's

My mother, who is low income and qualifies for the Lifeline telephone discount, has been paying about $9-12 a month for many, many years for an old-fashion landline.  When Verizon dumped Vermont residential customers a few years ago, the only company wanting to pick up this business segment was FairPoint, whose atrocious reputation preceded their takeover.

My jaw dropped when I opened her bill Monday to find it had gone up to $40 for the most basic no-frills phone service imaginable. She does not even have long-distance.  I don't believe she even makes calls.

Now with the Alzheimer's, answering the phone is very important because I send her instructions several times a day, including when to take her meds.  Whatever I decide for phone service, it has to be of a format she will accept and is compatible with her medical alarm service (Link to Life).

What other options are available? I am going to see what her cable company will charge and compatibility with the alarm but was hoping for other ideas. Thanks.

I would check with the medical alarm service and see if they have any recommendations. One of the problems of wireless is that they are not compatible with some of the services like alarms or medical. I would think the medical service should have a list of some compatible services since they would have to work with them.
