My neighbor fixed my car

My neighbor is a certified auto mechanic.  My Chevy S-10’s air conditioner went out 7 months ago, and I paid him $800 to fix it, including parts.  All was OK for 6 months, and now the new part (compressor) has failed. 

 He said he would fix it, so I got the replacement parts.  After he replaced the parts again, he now wants me to pay him $150 for labor.  He did not mention that before he started job. 

 Do you think this is fair? What would you do?
