Poverty was actually decreasing under Clinton. THEN AFTER -- IT JUST KEPT ON INCREASING Last year, “nearly half of the households seeking emergency food assistance reported having to choose between paying for utilities or heating fuel and food. Nearly 40 percent said they had to choose between paying for rent or a mortgage and food.” The Census Bureau, which published the poverty data two weeks ago, produced the analysis of those with somewhat higher income at the request of The New York Times.
