Question for 2nd Home, Vacation Home, & Condo Owners (TAXATION W/O REPRESENTATION)

   I currently own a condo in a summer vacation destination.    The "Full time" "Year Round" residents number around 5 thousand people.   I cannot tell you how many "Part-time" residents that own property reside there for a few days at a time off season, or how many live there the summer months.   I will say the numbers are significant compared to the "Full Time" and "Permanent Residents".     My municipality taxes are about $5K a year plus the association fees, etc.    I am new to the area as far as a building owner, but it appears to me there could be a lot of misuse of funds (taxes).      In addition to the concern of misuse of funds I believe I pay as much in the local municipality as any "Full Time" or "Permanent" resident.    
   MY GRIPE IS "TAXATION WITHOUT REPRESENTATION"!      I have NO VOTE or real say in the community which I pay taxes as any "Full Time" or "Permanent Resident".    I have no option to either run for office in this community, or VOTE for someone I fell would be better suited to serve the public, or vote on any local issue up for a vote during any election period where I pay the same taxes as anyone else owning a home.   
   I am looking to see if this area is unique, or do other people throughtout the U.S.A. have an opportunity to vote in a local election or even state held election where the pay taxes?     It just sems so wrong not being able to be involved in this local government in any way, or have any real say in the community where I pay taxes and not being able to vote there or hold an office.    As it is the I would venture a guess that there could be as many "Part Time" residents / property owners as year round permanent residents.     The vacation propertty owners seem to be treated much different that those that actually live there year round even though we pay every bit as much as the rest of this community.
   DOES ANYONE HAVE ANY EXPERIENCES IN THIS AREA WHERE THEY OWN A HOME AND DO NOT LIVE THERE YEAR ROUND, PAY THEIR FULL SHARE OF PROPERTY TAXES, AND YET HAVE ZERO INPUT IN LOCAL GOVERNMENT, OR ANY OPPORTUNITY TO DO SO IN A MEANINGFUL WAY?
