Large Purchases of Hollow Tipped Bullets by Agencies of the Federal Government

Why is the Federal Government suddenly buying so many Hollow tipped bullets!
Notice that all of these purchases are for the lethal hollow nose bullets.
Home Land Security: 750 million rounds
Social Security Administration:174 thousand rounds
NOAA: 46 thousand rounds
Forestry Service: 85 thousand rounds
All of these agencies have law enforcement officers and investigators who need to qualify with their weapons, hence the need tor training ammunition. But the classic training round has always been a wad cutter because it cuts a clean hole in a paper target. Hollow point bullets are designed to fragment and do maximum damage to flesh and organs! So it is pretty obivious they intend to practice on live animals or explode watermelons if these are for training as some articles claim!
