We should not be giving foreign aid to our enemies period nor should we use it to buy questionable "friendship".

Foreign aid is earmarked for causes including HIV/AIDs prevention, combating weapons of mass destruction, fighting tuberculosis, and counter-terrorism efforts.

But giving foreign aid to countries like China---

the receiving countries  hold trillions of dollars in U.S. Treasury bonds ...borrowed to finance the two Bush wars.

i think this is all getting out of control.
the usa needs this money- we shouldn't be giving it away.

as Ron Paul said: financial aid is taking money from the poor in this country and giving it to the rich in poor countries. Wife of ZAIRE president was able to spent 1 mln of OUR dollars per day!

Actually, the vast majority of the aid to Egypt is military, rather than economic:

"For FY2013, President Obama is requesting $1.55 billion in total bilateral aid to Egypt ($1.3

billion in military aid and $250 million in economic aid). The aid levels requested are unchanged

from FY2012 appropriations."
