The money is needed to increase Medicaid payments. Medicaid recipients are an important democrat voting block along with others that don't have to carry identity cards (except of course to the democrat convention) such as convicted felons, illegal aliens and dead people. Response to Why does the AARP support the Democratic plan to cut Medicare Advantage benefits?: Many AARP members are receiving important and improved health care benefits under the Medicare Avantage program. If $716 billion is cut from Medicare Advantge benefits under OBAMACare, these seniors will lose these benefits.
