PROPERTY TAX INDEPENDENCE ACT
Pennsylvania
To be introduced in both the House and Senate in February.


A consistent effort of 8 years Started by Representative SAM ROhrer and now by Representative JIM COX. In 2006, Moody's, the world renown Fiancial risk analyst firm investigated and approved this approach as a means by which ALL property owners can final escape LOCAL PROPERTY TAXES.... Residential.. Business.. FArm.. Vacation properties. Politics got in the way.

In Brief:
Using a combination of state taxes ALL local school taxes (with the exception of RE transfer) can be Eliminated including: Property TAX; the schools portion of Earned Income Tax; Occupational Assessment taxes; Business Privilage taxes; Amusement taxes; Mercantile tax; and more

Every public school would be fully funded at their current level, keeping in mind each school has its own unique mix of special ed, poverty, and programs. Using a Formula ( so politics is removed from the process) Each year the budget would be adjusted based on these factors as well as inflation and a fluxuating school population. The school board would have to live within their budget .

Funding schools would be done primarily at the state level:

1). State sales tax would increase 1%..to 7% and cover a few more items and services.
However all basic family needs and business needs would be excempt - See website for details

2). State income tax on earnings OVER $35,000 would increase by 0.92% to 3.99%.
This is more or less a trade off for EIT and other minor taxes being eliminated.

This plan will tax a family based in proportiion to their ability to earn a living AND on their ability to buy non-essentials. It is fair and an equal playing field for all.

More amazing:
Property owners will keep substantially more earnings in their pockets to spend, save or donate. Example: A couple earning $80,000 with an home valued at $250,000 and who pays $3400 a year in Property Taxes would keep roughy an additional $2600 a year.
In one of our bigger counties CHESTER COUNTY which has 14 school districts a total of $978 million A YEAR would remain in property owners pockets. AS this happens in scale across PA small businesses will prosper again, jobs created making new wage earners. and buyers.
