Most people who own a home pay a monthly bill for water and sewer use. I pay more than $500 a year for this service and that is probably typical. Did you ever look at your bill ? I bet you would find that 75% of your bill is not based on any use of water. Its fixed charges that do not vary with water use. In order to encorage water and resource conservation, water bills should be at least 90% tied to water use. If you use less water, you should pay substantially less. Utility companies will tell you the high fixed charges are to pay for pipes in the ground and water treatment plants whose costs do not vary with individual water use. In most areas these assets were installed decades ago and long paid for. If new facilities are needed and being added, developers should be paying for the new assets, not existing water users. State governents need to establish rules for water and sewer billing that actually encorages conservation. |
