Does professional cockroach treatment attract the pests?

Yup, my condo is infested with cockroaches. FML. It has been an ongoing battle, but the infestation is a mild one. Our superintendents have hired a pest control company to treat the problem. They come every two months or so.
Apparently they are using some sort of a "gel" cockroach pesticide. They apply it in the cupboards of the kitchen and bathroom.
For some reason, every time they apply the treatment, I ovserve a significant rise in the amount of cockroaches I see in my kitchen. Then, after a while, I see less.
So, my question is this: Is the "gel" pesticide supposed to attract the bugs in order to kill them (or something along those lines)? Or is my cockroach infestation just getting worse?
Thanks for the help.
