I have been an AARP member for a lot of years.  In fact if you do the math you will say it does not add up.  I retired from the State of Florida 2 years ago and continued to participate in their Group Health Insurance Benefit.  I am 64 plus 1 month and have been very actively trying to understand Medicare for the coming age of 65. The reason I think I look forward to Medicare is as a retiree I pay $550 a month or approx. $7000 a yr. to participate with the State.  Half my pension goes for Health Insurance.  I have 2 choices in Lee County, Fl.  Florida Blue (BC/BS) or United Health Care.

I have had United Health Care for 3 years.  One yr. in rural Florida with my long time doctors and 2 yrs. when I moved to one of Florida's more Urban environments.  Since moving to the big city and having to seek new Medical Providers I am having about a 50% success rate finding Ethical Medical Providers in U.H.C. Network.  Ft. Myers/Cape Coral at one time was 2nd. in the Nation with Foreclosures and the Doctors appear to have stooped to any level to maintain their lifestyle.

AARP is connected to U.H.C.  I have probably all the literature to make U.H.C. my Medicaid Carrier at 65 although I am told as I near 65 the mail box will be filled with options.  Here is my problem.

My question for me is: If U.H.C. is so irresponsible with the State of Florida's money how is it treating the Nations Citizens Money with Medicare?  For what I see not very well.

I found a Chiropractor in U.H.C. Network.  On the 3rd. visit I was directed to a Nurse Practitioner in his office.  Without consultation and without medical necessity she did an Ultrasound of the Circulatory System.  U.H.C. was billed $2700 for the Office Visit and the Ultrasound was sent out for reading and U.H.C. was billed $3315.  So on the 3rd. visit to a Chiropractor U.H.C. was billed approx. $6000 and paid about $4700.  The State of Florida is SELF INSURED which means U.H.C. is only an Administrator.  What money was paid was not theirs. The kicker was the $3315 was Out of Network and at first U.H.C. held me responsible. They reconsidered. The Test? The Ultrasound is routinely done in Lee County for $150 x 3 or $450. Recently a Goupon: All 3 tests $190. The State of Florida paid 10 to 15 times the going rate.

I complained to UHC and they said everything is on the up and up.  I have over 5 hours on the phone with them and have claimed fraud to no avail.  They had me call their Fraud Tip Hot Line and it is handled by a India call center.  I could not understand 80% of what was asked.  I filed complaints with UHC, State Group Health, Dept. of Health, Agency Health Care Admin, Div. Insurance Fraud.  My only victory was the $3315 Provider was unlicensed and upon investigation was shut down but they would still have their money.  UHC and most all of the State agencies basically say, "Come steal our Money!"

I know a long way to get to my question but,  just asking What is up with this United Health Care. Since I was going to sign up with UHC at 65 I now feel if they don't care about the States Money how do they handle the Nations Tax Payers Money.
Their Network includes unethical Medical Practices using Unlicensed Medical Providers and they don't care.

Is Fraud just a given just like shoplifting is a given?  Is UHC any better in Medicare than they are as a State Provider?

Dr. Hennenfent is an economist who believes that a well-designed health-care system is more important to the health of a nation's people than any single physician's skill and knowledge. He has traveled the world doing medical research and studying health-care delivery systems.

Dr. Hennenfent is a fan of Lies, Damn Lies, and Statistics: The Manipulation of Public Opinion in America, the book by Michael Wheeler that first brought popular attention to how and why statistics are often misused; the hilarious How to Lie with Statistics by Darrell Huff; and The Honest Truth about Lying with Statistics by Cooper B. Holmes. Perhaps you will find the answers in some of this reading.

ED's FIGHT AGAINST INSURANCE FRAUD - SHAME ON UNITED HEALTH CARE!

Added 11/17/12: If you followed this maybe the question is what is he talking about. Recap: 06/06/12 Network Chiropractor and Network Medical Doctor and Diagnostic Provider bill $5911 and are paid.....$4583....by United Health Care. In fact this is the State of Floridas money. On 10/30/12 ED paid out of his pocket $179 for the same 3 tests and a additional 3 medical tests by Healthfair. You do the math but mine says the State paid approx. 25 TIMES THE GOING RATE. Enough said! PS: United Health Care REFUSES to share the BILLING CODES by THEIR doctors that produced this abortion. Why? Why the fight? My pension is approx. $1100 and I pay $550 a month for State of Florida Group Health Insurance. That means I pay about $7000 a year for Health Insurance. Why? The answer is I dont pay $7000 for United Health Care to lie to me!

Added 11/15/12: Today, because of an Email from UHC I viewed my benefit statement on line. It is hard to say which is more corrupt, United Health Care or the Florida Dept. of Corrections. Because of my 20 years as a Probation Officer, 16 years as a licensed Florida Private Investigator and another 7 to 10 years as an Undercover Investigator in the private sector this is so clear cut it is ridiculous. INSURANCE FRAUD But Insurance Giants and Governments are not able to function in the real world. I responded to UHC with a 2 page UHC internal message after an early morning telephone call with UHC for approximately 2 hours that produced no answers only more questions. If not previously indicated my only option has been to change Insurance Providers during Open Enrollment. It is time for the State of Florida to find another Provider other than UHC as a HMO Provider.

Added 11/14/12: This Insurance Fraud Blog has not been a farse. Summary, a Chiropractor linked to a Medical Doctor linked to an unlicensed Diagnostic Practice billed on 06/06/12 approx. $5900.00 to United Health Care. The State of Florida Div. of Insurance paid approx $4600.00 for a service that I duplicated on 10/30/12 for $179.00 out of my pocket!!! As of this date UHC has completely sided with the Medical Fraud Practice. In fact UHC just sided with the Medical Practice awarding them more money. So much for a INSURANCE NETWORK to save money. On 01/01/13 I will move to Florida Blue another provider for the State of Florida. I now have only one hope this disservice will be stopped with a pending formal complaint with the Florida Dept. of Health.

Added 10/30/12: Perhaps the 20th telephone call with United Health Care. It is just unbelievable. Their front line contact is professional BUT after that it completely falls apart. Yesterday I paid out of my pocket $179 to have the tests that the Doctor and other Provider charged the State $4500,00. The $179 dollar test was conducted by HEALTHFAIR out of Winter Garden, Fl. and included 3 additional tests. The question after 3 months how the Doctor could charge SPECIALIST copay for PRIMARY CARE services. United Health Care is an abortion and thankfully their actions have not affected my health.

Added 10/17/12: Followed up with a Fl. Dept. of Financial complaint. (1-.....8940). Seems State Employees may not be entitled to the same Protections as private citizens. My complaint is United Health Care will not provide Doctors BILLING CODES. The Fl. Dept. of Insurance Fraud and the Fl. Dept. of Health have said I am entitled to those CODES to show FRAUD. D.F.S. says U.H.C. is a 3rd. Party ADMINISTRATOR not the INSURER. Now the INSURER is the Fl. Div. of Group Health Insurance (self insurance) and they have already shown their interest in coverning up Insurance Fraud.

Here in Jacksonville, Florida, United Healthcare contracts with physicians at the lowest rate possible, so of course your choices of doctors are those that do not have an established practice.  The common practice of these physicians is to bilk the patients for as many visits as possible.  If you have a headache and a stomach ache, that's two visits!  You cannot be seen for two issues in one visit. Need a prescription refill and have a knee problem?  That's two visits.  Make another appointment.

This means double the revenue for the doctor, double the payout for the insurance company, and double the copay from the patient.  In the mean time, as time marches on and the treatment is delayed, the patient gets worse.

Humana contracts with physicians for a monthly fee per patient, no matter how many times the patient goes in.  So, there's no advantage for the doctor to keep requiring more visits. Of course, Humana pays physicians the lowest reimbursement of any insurance company, and the quality of physicians is the lowest in the city.

This is costing Medicare billions of taxpayer dollars, and it's been going on for a long time.  As ObamaCare kicks in, they'll blame the high costs on ObamaCare, when in fact, the problem preceded it.

Why not try Traditional Medicare if you think it is any different.  If sequestration happens at the 1st of the year, the cuts to Medicare under this arrangement is all on cutting (MORE) from the doctor's pay.
Some docs will not work with Medicare depending upon the area because of this low reimbursement rate.
However I caution you about holding onto a doc that you do like because when Medicaid expands, these same patients will be vying for the same docts as Medicare.

My doctor is a concierge doctor - if you don't know what that is, google it - I think it might be the wave of the future.

I cannot believe AARP has their name associated with UHC. My wife was on it based on the AARP, and for the last year has dealt with bills unpaid, they claim they are not primary, medications needing pre-authorization, after recieving them for months without, and they don't tell you its needed. I am starting Medicare next month, and I will for sure not be going with United Heatlh Care and am seriously considering whether I want to be involved with AARP
