Drug plans - Comparing using Medicare.gov ratings

I was comparing two drug plans. The Medicare.gov site ratings were about the same for all comparison items except for one. Under the heading of "Member Complaints, Problems Getting Services, and Improvement in the Drug Plan’s Performance" there was the following item:
    "Problems Medicare Found in Members’ Access to Services and in the Plan’s Performance"

For this item, one of the drug plans had a score of 67 (out of 100) and the other plan had a score of 8.

Does anyone know if this item is really significant? Should I give this item any weight in choosing a drug plan?
