Hello all, this is my first post. 

I'm younger than the typical retirement age, but have been receiving SSDI for several years.   My Medicare coverage also began  after about 18 months, at which time I also began receiving a small SDI payment which goes to support supplemental coverage administered by my state's Medicaid system (in my case Medi-Cal).

Because of expected cuts to Medi-Cal, I'm considering signing up for a medigap plan such as the ones from United Healthcare endorsed here.   As it happens, I also receive Medi-Cal coverage which picks up most of the "other" 20%, which has been fine up to now.   It seems like it might be worthwhile to leave Medi-Cal and sign up for a private medigap plan.  My question is this: could that lead to adverse attention from my state office?  For example, could some auditor decide that if I've just signed up for my own medigap plan which I'm paying for, then I might not have needed their help previously up to that point, and institute overpayment collection?  I won't have any additional income next year aside from the SS adjustment, but my Medi-Cal funded medigap coverage looks like it's going to be noticeably less comprehensive.
