In Response to AARP Doubles Down on Obamacare: As was expected, AARP has doubled down on their stance of supporting the Obama policy to rob the Medicare program of $716 billion to finance Obamacare. The reason for their support of this indefensible plundering of the nation's medical safety net for seniors, is strictly the profit motive. AARP has become a profitable entity in the insurance industry providing commercial insurance products to those they purport to advocate for. As if robbing the medicare program to finance a new highly unpopular, untested federal program...Obamacare...the Obamacare program through its stautory provisions eliminates Medicare Advantage that many seniors, of limited means depend on. The Obamacare plan has exhibited a total failure to contain costs to the extent that the cost of the program has increased from $930 billion at its inception to a current estimate of $2.6 trillion over 10 years according to the non-partisan Congressional Budget Office. This has resulted in an increase in the amount of funding taken directly from the Medicare program from the original estimate of $500 billion to the current estimate of $716 billion and growing. The Obama administration says the funds will come from savings in waste fraud and abuse, and cuts in doctors fees and costs of services. This simply is not a credible explanation, as cuts in doctors fees and costs of services will result in a reduced level of doctor availability, service and care. The Medicare program has been in place since the 1950's and while there is waste, fraud and abuse, there has never been enforcement savings that even approach this magnitude...it is a pipe dream. Seniors should be outraged that an advocacy group such as AARP would sell out for the sake of profits to their insurance program. The notion of $500 billion in "cuts" ostensibly "stolen" from Medicare has been thoroughly debunked and discredited by everyone from Politifact to The Washington Post, both of which note that there aren't any cuts to benefits -- none. So it's no surprise to learn that the bigger lie about $700 billion (or $717 billion or $716 billion) in cuts has also been widely debunked by fact-checkers everywhere including Bloomberg. And yet they keep repeating it over and over and over, and, as we get closer to NOV. Regarding the mysterious $700 billion number, let's rewind the Way Back Machine to June. Not a single Republican was saying $700 billion. It turns out, the commonly repeated number was $500 billion. That's a huge difference. After the Supreme Court ruled in favor of Obamacare, with the help of a Republican chief justice who was appointed by a Republican president and decided in favor of a Republican policy proposal (the mandate), Republican Rep. Jon Runyan said, "My constituents simply cannot afford the $500 billion in new tax increases and $500 billion in Medicare cuts required to pay for this flawed legislation." Mitt Romney said something similar in June, "Obamacare cuts Medicare -- cuts Medicare by approximately $500 billion dollars." As far back as a year ago, the quoted number remained $500 billion. Here's Michele Bachmann during a debate in June, 2011: "Senior citizens get this more than any other segment of our population, because they know in Obamacare the president of the United States took away $500 billion -- a half-trillion dollars -- out of Medicare, shifted it to Obamacare to pay for younger people." Mitt Romney in the same debate, "Obamacare takes $500 billion out of Medicare and funds Obamacare." So somehow in the last few days, the amount that was "stolen" from Medicare has magically increased by $200 billion! That's amazing. |

The CBO analysis at different periods verifies both of the figures based on the hypothesis of how it will all work. Then if the younger folks who now think they can do better w/o SS & medicare ....DO NOT do better....I guarentee there will be many of those who believe they are invinceable from job losses, catastrophic events....etc...... Don't be fooled by the GOP ... they only care about the best interest of the rich and Wall Street. The republicans from day one wanted to get rid of SS & medicare. It was unfunded and it was part of the cause of our economic crash in '07. Medicare Advantage has an administrative overhead of 22%, whereas real Medicare's administrative overhead is only 3%. That additional 19% goes directly into the pockets of insurance, and is paid to them with OUR tax dollars. It is that 19% savings that the Republican Party lies continually about and says it's "Obama robbing Medicare to pay for Obamacare", even though some of their own people have gone on record as saying it isn't true (see Brownback, Sam). One other thing: Your notions about Medicare and Medicaid clearly demonstrate that you have no idea what the law says. I can back up everything I just wrote with links to non-political sources. That is something you cannot do. Let's stop this tirade of lies swarming around the internet that serve no other purpose than to get a politician in or out of office. Posted by ctb1262 Medicare Advantage plans were actually started under Clinton - Bush expanded them and it worked. 25% + of Medicare seniors are picking them today and rising. Seniors must see some advantage to them within these programs. It was Medicare D that was not properly funded under the previous administration. BUT it has worked in keeping down expenses and has come in year after year under budget - It has helped seniors learn a bit more about their medications and the cost because it is a shared cost. Now , this (Medicare D) is the same program that Obamacare is expanding in scope - so I will assume that it is a worthwhile program and this additional money is coming from somewhere within Medicare. Medicare D is a voucher program in every sense of the word. Cuts to the Medicare Advantage reimbursement to insurance companies but HHS is now giving them bonuses - at least the ones that will survive. Medicare beneficiaries are getting MORE (so-called benefits) but the government is cutting reimbursement rates to hospitals, specialist , DME, nursing homes. Sounds like a majic trick. Money coming from the reimbursement rate of Medicare specialist and is going to prop up the rates of MEDICAID doctors in order to entice them to join or stay in the government system especially after the HUGE MEDICAID EXPANSION. You see, the government can only use the tools that they have to make our private system of health care providers do what they want - so what do they have - government money from Medicare $ $ $ especially when they know that many seniors are not destitute. Obama's - Living Within Our Means and Investing in the Future- The President’s Plan for Economic Growth and Deficit Reduction September 2011 OMB - ( starts on page 35; my quotes is coming from page 38-39) "Increase income-related premiums under Medicare Parts B and D. Under Medicare Parts B and D, certain beneficiaries pay higher premiums as a result of their higher levels of income. Beginning in 2017, the Administration proposes to increase income-related premiums under Medicare Parts B and D by 15 percent and maintain the income thresholds associated with income-related premiums until 25 percent of beneficiaries under Parts B and D are subject to these premiums. This will help improve the financial stability of the Medicare program by reducing the Federal subsidy of Medicare costs for those beneficiaries who can most afford them. This proposal will save approximately $20 billion over 10 years." Yes, every Medicare beneficiary should read this Obama budget proposal - sure, it didn't pass and no wonder Harry never brought it to the flood in total - only bits and pieces like the American Jobs Act which is also included in the presentment. It is eye opening. Just some highlights: 1. Reduce Medicare coverage of bad debts.Why are we doing this in the 1st place??? 2. Better align graduate medical education payments with patient care costs. Why is this in the Medicare budget at all, seems it should come from another funding source. 3. Require prior authorization for advanced imaging. With prior authorizations, isn't there only one conclusion - rules will be set as to their necessity. 4. Increase income-related premiums under Medicare Parts B and D. (see my comments above) 5. Modify Part B deductible for new beneficiaries. 6. Introduce a Part B premium surcharge for new beneficiaries that purchase nearfirst-dollar Medigap coverage.Skin in the game philosophy. 7. Strengthen the Independent Payment Advisory Board (IPAB) to reduce longterm drivers of Medicare cost growth. Hasn't even been created YET but already has plans to strengthen the paid bureaucrats ( 15 of them at over $ 150,000 per year) and we already have MEDPAC. And what can the IPAB do ? They can suggest more cuts to the reimbursement rate to providers and/or think up new programs to herd beneficiaries into some sort of group care for cost savings. Yes, I know where the funding comes from for Medicare vs where it comes from for Medicaid but there is no law that says government cannot change the reimbursement payment structure of either. I am not even saying that MEDICAID reimbursement rates shouldn't be higher. I am just saying that since this incentive is being targeted to doctors, most of which are now within the Medicare program, it will create a bigger demand on their time., The Medicaid expansion will be huge. Read the plan - Medicaid changes are also covered. |
