Computer for Person with Mild Dementia

My father in law, at 92, has had a brain event that has left him with dementia.  It is neither a stroke nor Alzheimers, but he is impaired.

He used to use a computer heavily, a windows system.  Now we are trying to build him a new system that is much simplified.  His primary goals are email and the ability to write down his recollections.  

Anyone have any advice or recommendations?

Computers and others gadgets such as phone has a radiation that affects the brain; so I guess it is not about the system model.
