How Do I Advocate For Poverty Level Seniors in NC

I work at a senior center and see all kinds of poverty level seniors being taken advantage of from group homes to placement in facilities where they do not belong but because they receive Medicad benefits have or think they have no voice in their care.  I want to be a voice for them but am not sure how to get started.  Because these are state run programs it is extremely hard to figure out what I can and can't do.  Thanks for any input

I'm in Georgia but I'm sure the same thing happens here.
The main problem is that, it seems, because Medicaid is the payer and it is a low payer in regards to daily living care. 

This makes it hard for seniors having who rely on Medicaid to have too much choice in the matter.
I assume that you are talking about them being put in a nursing home when they may not need such extended and complete care.

So, it all goes back to money and what programs can be designed to help the many while keeping hold of the cost. 
Can you explain a bit more about what you see as the problem; then I might have some suggests for you.
