Four states—Ohio, Utah, Virginia and West Virginia—and the District of Columbia generally deduct Social Security income from unemployment insurance benefits on a dollar-for-dollar basis.

Another 17 states—Arizona, Colorado, Connecticut, Hawaii, Illinois, Kansas, Louisiana, Maine, Massachusetts, Minnesota, Nebraska, North Dakota, Pennsylvania, Rhode Island, South Dakota, Wisconsin and Wyoming—deduct some Social Security income (typically half) from unemployment benefits. Wisconsin, which recently changed its laws, deducts 25 percent and will eliminate the offset by 2003.
