What is LIHEAP and WAP?

Energy assistance—help with paying fuel bills—is available in all 50 states and the District of Columbia for low-income residents. Energy assistance is available from many sources, but most comes from money given by the U.S. Congress to each state for distribution.


The primary federal energy assistance programs are the Low-Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance Program (WAP). Each state receives a specific amount of funding and must divide it among eligible households. Each state runs its program differently, within federal guidelines, so eligibility and the amount of assistance given vary.

Each state has a fixed amount of money to spend on energy assistance and weatherization. Apply early—when a state has spent all of its energy assistance money for a specific year, the program ends for that year.


These programs are not entitlement programs—no household is automatically eligible just because income is under a certain amount. Not all eligible households will receive help with utility bills, and many eligible for weatherization will spend some time on a waiting list.

The weatherization program provides contractors who perform an energy audit of a residence—checking for drafts and other energy efficiency problems—then develop a list of ways to lower energy costs. At no cost to the resident, the contractors may install insulation, weather-stripping, caulking or other improvements to increase energy efficiency and lower the resident's fuel bills, and repair or replace heating or cooling equipment to improve health and safety. The state pays the contractors directly. This is a one-time benefit.

AARP compiled the list below from information provided by each state and the District of Columbia. It focuses on the Low-Income Home Energy Program (LIHEAP) and Weatherization Assistance Program (WAP). ALABAMA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy assistance and weatherization programs. Preference is given to seniors, disabled and households with young children.

Types of assistance available:

  • Heating benefit
  • Cooling benefit
  • Crisis benefit
  • Weatherization assistance

When to apply: For heating assistance, apply from Oct. 1 through May 31. For cooling assistance, apply from June 1 through Sept. 30. Crisis and weatherization programs are in operation year round.

ALASKA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines ($18,372 for one person, $24,756 for two people) are eligible for the energy assistance program. Households with income up to 60 percent of the state median income are eligible for weatherization assistance.

Types of assistance available

  • Heating benefit
  • Crisis benefit (serves as an expedited heating benefit)
  • Weatherization assistance

When to apply: For heating assistance, the elderly and disabled can apply between Sept. 1 and Apr. 30. The program runs between Nov. 1 and Apr. 30. Crisis situation, apply between Nov. 1 and Apr. 30. Weatherization is available year round.

ARIZONA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy assistance and weatherization programs.

When to apply: Applications for all programs are accepted year round.

ARKANSAS

Who qualifies: Households with income up to 125 percent of the federal poverty guidelines are eligible for energy assistance and weatherization programs. Preference is given to individuals age 60 and older or disabled.

Types of assistance available:

  • Heating benefit
  • Crisis benefit
  • Weatherization assistance

When to apply: Apply from January through March; the crisis benefit is available from March 1 through the end of September. For energy assistance, the elderly and disabled on food stamps are mailed applications. Weatherization application are accepted year around.

CALIFORNIA

Who qualifies: Households with income up to 60 percent of the state median monthly income ($1,803.79 for one person, $2,358.81 for two people) are eligible for energy assistance and weatherization programs. Preference is given to those age 60 and older, disabled, families with young children, and low-income households with high energy costs.

COLORADO

Who qualifies: Households with income up to 185 percent of the federal poverty guidelines (monthly income of $1,511 for one person, $2,035 for two people) are eligible for energy assistance programs. While the energy assistance program does not give preference to certain individuals, weatherization assistance gives priority to elderly, disabled and families with children.

CONNECTICUT

Who qualifies: Households with a resident age 60 or older or disabled member and with income up to 200 percent of the federal poverty guidelines are eligible for the Connecticut Energy Assistance Program. A Contingency Heating Assistance Program is available for households with incomes up to 60 percent of the State Median Income Guidelines ($27,867 for individuals, $36,441 for couple). Weatherization assistance is available to households with income up to 200 percent of poverty, and the elderly, disabled and those with young children are given priority status for that program.

DELAWARE

Who qualifies: Households with income up to 200 percent of the federal poverty guidelines are eligible for energy and weatherization assistance.

  • Heating benefit
  • Cooling benefit
  • Crisis benefit
  • Weatherization assistance for standard weatherization and capital improvements

 

When to apply: For heating assistance, apply from Oct. 1 through March 31. (Older residents or disabled individuals can apply in September for heating assistance.) For cooling assistance, apply from mid-June through Aug. 31. Weatherization is available year round.

DISTRICT OF COLUMBIA

Who qualifies: Households with income up to 60 percent of median income in the District ($20,274/individual, $26,512/couple) are eligible for energy and weatherization assistance programs.

Types of assistance available:

  • Heating benefit
  • No cooling benefit (will provide fans during heat waves)
  • Crisis benefit is available
  • Weatherization assistance

When to apply: Energy assistance is available year round. Weatherization is available year round, with preference given to senior or disabled individuals, and to households with young children.

FLORIDA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy assistance programs, with preference given to elderly and disabled individuals, and families with children. Weatherization assistance is available for households with income up to 150 percent of the federal poverty guidelines, with preference given to elderly and disabled individuals, families with young children, and households with recurring high monthly energy bills.

GEORGIA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy assistance. Weatherization assistance is available for households with income up to 150% of the federal poverty guidelines.

Types of assistance available:

  • Heating benefit
  • Cooling benefit when funds are available
  • Crisis benefit—available either when energy has been disconnected or when threatened, and a crisis situation declared by state or local government Weatherization assistance

When to apply: For energy assistance, apply from Nov. 1 to Apr. 29, with the month of November devoted entirely to residents age 65 and older or homebound individuals. Weatherization is available year round and targets residents age 60 and older, disabled individuals and households with children.

When to apply: For energy assistance, applications accepted when amounts set, usually in June. Weatherization is available year round.

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy assistance and weatherization programs. Residents age 60 and older, disabled individuals, families with young children, and households with fuel shut-off notices are given preference.

Types of assistance available:

  • Heating benefit
  • No cooling benefit
  • No specific crisis benefit, but priority is given to those with fuel shut-off notices
  • Weatherization assistance

When to apply: For energy assistance, apply from Nov. 22 to Apr. 30. Weatherization is available year round.

ILLINOIS

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for both energy assistance and weatherization programs. Preference is given to residents age 60 and older, disabled individuals, families with young children, and households with disconnected service.

Types of assistance available:

  • Heating benefit
  • Cooling benefit
  • Crisis benefit for reconnection purposes
  • Weatherization assistance

When to apply: Energy assistance runs from Sept. 1 through May 31; however, applications are accepted only from the elderly, disabled individuals, and disconnected households during September and October. Weatherization is available year round.

The Fiscal Year 2007 guidelines are as follows for the 48 contiguous states. (Some states use poverty levels published in the Federal Register on Jan. 24, 2007.) The guidelines for Alaska and Hawaii are higher. See those states' listings for the exact amount.

INDIANA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy and weatherization assistance programs. Preference is given to residents age 60 and older, disabled individuals and households with young children.

Types of assistance available

  • Heating benefit
  • Cooling benefit, which is available after June 4, may include box fans, electric bill assistance or a room air conditioner if medically warranted
  • Crisis benefit for heat
  • Weatherization assistance

When to apply: For energy assistance, apply from early November through May 31. Preference is given to seniors, disabled individuals and families with young children during the first two weeks of November. Weatherization is available year round.

IOWA

Priority is given to residents age 60 and older, disabled individuals, families with young children, the working poor and those living in poverty for energy assistance, while weatherization assistance targets seniors, disabled individuals, households with young children, and low-income households with high energy costs.

  • Weatherization assistance

When to apply: For energy assistance, apply from Nov. 1 through Apr. 15. Residents age 60 and older and disabled individuals may apply beginning Oct. 1. Weatherization is available year round.

KANSAS

Who qualifies: Households with income up to 130 percent of the federal poverty guidelines are eligible for energy assistance programs, while households with income up to 150 precent of the federal poverty guidelines or 60 percent of state median income (whichever is greater) are eligible for weatherization assistance. Priority for weatherization is given to seniors, people with disabilities, and families with children. Priority for energy assistance is given to residents with pending shut-off notices or where services have been shut off.

Who qualifies: Households with income up to 130 percent of the federal poverty guidelines are eligible for energy assistance programs, while households with income up to 150 percent of the federal poverty guidelines are eligible for weatherization assistance. Weatherization assistance gives priority to the elderly, disabled individuals and households with young children.

Types of assistance available:

  • Heating benefit
  • Cooling benefit if funds are available
  • Crisis benefit is available; small copay may be required
  • Weatherization assistance—benefits may increase if eligible residents' health or safety is at risk

When to apply: For energy assistance, apply from early November through mid-December. Crisis assistance is available from early January through mid-March. Weatherization is available year round.

LOUISIANA

Who qualifies: Households with income up to 60 percent of state median income (monthly income up to $1,414/individual, $1,849/couple) are eligible for energy assistance and weatherization. Both programs give priority to senior residents, disabled individuals and families with young children.

MAINE

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy and weatherization assistance programs. Residents age 60 and older, disabled individuals and households with children under age 2 with incomes up to 170 percent of federal poverty guidelines are also eligible.

  • Heating benefit
  • No cooling benefit
  • Crisis benefit
  • Weatherization assistance
  • Appliance replacement

When to apply: For energy assistance, apply from Oct. 1 through Apr. 30. Weatherization is available year round. Applicants for energy assistance are referred to weatherization assistance. Local community action agencies phone individuals age 60 and older and who have previously received assistance before the application period starts.

MARYLAND

Who qualifies: Households with income up to 200 percent of the federal poverty guidelines are eligible for energy assistance, and up to 175 percent of the federal poverty guidelines for weatherization assistance.

Types of assistance available:

  • Heating assistance program
  • Electricity assistance program (could help with heating or cooling needs)
  • Crisis benefit is folded into the heating and electricity assistance programs
  • Weatherization assistance

When to apply: Applications are taken July 1 through May 31 for energy assistance. Applications are taken year round for weatherization assistance.

MASSACHUSETTS

Who qualifies: Households with income up to 200 percent of the federal poverty guidelines are eligible for energy and weatherization assistance. Weatherization preference is given to residents age 60 and older, disabled individuals, households with young children, and Native Americans. Low-income households with exceptionally high energy bills may also receive priority for both programs.

Types of assistance available:

  • Heating benefit
  • No cooling benefit
  • Crisis benefit is included in the heating benefit (Massachusetts uses a Fast Track system, which allows clients to receive assistance on an emergency basis.)
  • Weatherization assistance

When to apply: For heating assistance, apply from Nov. 1 through Apr. 30. Applications are mailed out to previous year's recipients in the summer and early fall. New applicants must apply in person at a local Fuel Assistance office. Weatherization is available year round.

MICHIGAN

Who qualifies: Households with income up to 60 percent of the state median income ($21,214/individual or $27,742/couple) are eligible for crisis assistance. Households with income up to 110 percent of the federal poverty guidelines are eligible for energy assistance. Households with income up to 150 percent of the federal poverty guidelines are eligible for weatherization assistance.

  • Weatherization assistance

When to apply: Applications for heating assistance are accepted from mid-January to Sept. 30. Applications for crisis assistance are accepted year round, as funding allows. Applications for weatherization assistance are accepted year round.

Who qualifies: Households with income up to 50 percent of the state median income (annual income of $20,495/individual, $26,801/couple) are eligible for energy and weatherization assistance. No priority is given for heating assistance, but weatherization gives preference to the elderly, disabled and low-income households with high energy costs.

When to apply: Applications for energy assistance are accepted from Oct. 1 through May 31, while applications may be accepted year round for weatherization.

Preference is given to elderly and disabled individuals, as well as households with young children, for weatherization assistance.

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines are eligible for energy and weatherization assistance. Weatherization preference is given to older adults and disabled individuals.

  • Weatherization assistance

When to apply: For heating assistance, apply from Oct. 1 through Apr. 30. Montanans who qualify may also receive a discount on their energy bills from their regulated vendors. Weatherization is available year round.

NEBRASKA

Who qualifies: Households with income up to 116 percent of the federal poverty guidelines (in fiscal year 2007 that translates to annual income of $11,373 per individual and $15,326 per couple) are eligible for energy assistance programs, while households with income up to 125 percent of the federal poverty guidelines are eligible for weatherization assistance.

Types of assistance available

  • Heating benefit
  • Cooling benefit is available, but applicants must be age 70 or older or have specific medical conditions to qualify
  • Crisis benefit
  • Weatherization assistance—with preference given to residents age 60 and older, disabled individuals and households with young children

When to apply: For heating assistance, apply from Oct. 1 through March 31. For cooling benefit, apply from June 1 through Aug. 31. Crisis assistance and weatherization programs operate year round.

NEVADA

Who qualifies: Households with income up to 150 percent of the federal poverty guidelines, or higher for those with special medical expenses, are eligible for energy and weatherization assistance.

Types of assistance available:

  • Heating benefit
  • Cooling benefit
  • Arrearage Payment Program - one-time payment for a past-due bill will be paid for on behalf of residents who qualify
  • Crisis benefit—income limits are higher for those with unreimbursed medical emergencies or chronic medical conditions. Weatherization assistance

NEW HAMPSHIRE

Who qualifies: Generally, eligibility for energy assistance is 185 percent of the federal poverty guidelines; funds may be available for slightly higher incomes. Households with income up to 185 percent of the federal poverty guidelines are eligible for weatherization assistance, which gives priority to the elderly, disabled individuals and households with young children.

Types of assistance available:

Additionally, to be eligible for Cooling Assistance, a household must contain at least one individual who meets one of the above criteria. Residents must live in the county/city in which they apply.

  • Heating benefit
  • Cooling benefit—One resident must be age 60 or over, disabled, or under age 6.
  • Crisis benefit
  • Weatherization assistance

When to apply: For heating assistance, apply from second Tuesday in October through second Friday in November. Payments are made from mid-December through mid-April. Apply for cooling assistance from June 15 through Aug. 15. Apply for crisis benefits from Nov. 1 through March 15 for equipment-related assistance, security deposits and emergency shelter. Assistance for fuel and utility bills begins the first workday in January.
Weatherization is available year round.
