AARP is promoting ways Congress can strengthen measures to contain prescription drug costs. Some goals:

• Change the prohibition on the government negotiating lower prices for Medicare beneficiaries.
• Make it legal for Americans to buy prescription drugs from licensed pharmacies in Canada and provide the U.S. Food and Drug Administration with the funds and authority to ensure that imported drugs are safe.
• Fund research comparing drugs used to treat the same conditions, to determine which work best for the least cost.
• Require that pharmacy benefit managers (PBMs) disclose to the government the rebates they receive from manufacturers to ensure that PBMs are passing on discounts to beneficiaries.
• Require that consumers are told which medications are covered in any drug plan before they enroll in a plan.
• Reform direct-to-consumer drug advertising and require drugmakers to disclose gifts made to health care providers.
