AARP FOUNDATION’S TAX-AIDE PROGRAM HONORED WITH
HIGHEST ACCOLADE FROM IRS WAGE AND INVESTMENT DIVISION
 
AARP Foundation is Second External Organization
to Receive this Prestigious IRS Award
 
WASHINGTON, D.C. – The IRS Wage and Investment Division recently lauded the AARP Foundation’s Tax-Aide program with its highest honor—the Commissioner’s Award. This is only the second time in the history of the award that the IRS has given this award to an external organization. The award recognizes the AARP Foundation’s Tax-Aide program on its 40th anniversary for its outstanding contribution as the nation’s largest free, volunteer-run assistance and preparation service. The program is available to low-to-middle income taxpayers, with special attention to those age 60 and older.
 
“We are pleased that the AARP Tax-Aide program has received such a special accolade,” said Bonnie Speedy, National Director of the program. “The program has been successful simply due to the volunteers and their willingness to help others. Because our volunteers stay on with the program for years, it is clear they find the experience rewarding. We hope more people will join us to volunteer in the future.”
 
Indeed, thanks to the dedicated effort of over 33,000 AARP Tax-Aide volunteers, the AARP Foundation assisted almost three million taxpayers in filing their federal, state, and local tax returns at 6,7000 sites nationwide. AARP leads the way in providing electronic filing services to older taxpayers across the nation. For 2008, 86 percent of federal 1040 returns that AARP Tax-Aide volunteers helped prepare, were electronically filed. This represents a whopping 27 percent increase over the number e-filed the previous year.
 
“The AARP Foundation’s Tax-Aide program has been invaluable not only to the IRS, but to the older adult taxpayers nationwide,” said Richard Byrd, Jr., Commissioner, IRS Wage & Investment Division. “It is with appreciation and gratitude that I give this award to the AARP Foundation, the highest recognition I can bestow as the Commissioner.”
 
The AARP Tax-Aide program was founded in 1968 with just four volunteers and 100 clients. Since that time, the program’s volunteers have helped over 47 million people file their taxes. In addition to filing assistance, AARP Tax-Aide provides online tax assistance and trains and certifies volunteers annually for the upcoming tax season.

L.L.Bean Ranks Among Top 20
 
Portland, ME– A diverse group of forward-thinking employers, including L.L. Bean of Freeport has been named to the AARP list of 2008 Best Employers for Workers Over 50. The award, now in its eighth year, was established by AARP to honor employers showing a commitment to a mature workforce.
 
“Corporations, educational institutions and health care employers are increasingly recognizing the importance of innovative policies - such as flexible scheduling, job sharing, workplace accommodations - as they seek to retain and recruit experienced workers,” said AARP State Director Nancy Kelleher while announcing Maine’s winner.
 
“L.L. Bean has demonstrated progressive policies and programs for workers over 50, and has earned the honor,” added Ms. Kelleher. “Their coming in Number 20 on the list certainly speaks well of their accomplishments!”
 
L.L. Bean offers a variety of creative workplace programs, which offer older workers an opportunity to remain engaged in safe and friendly workplaces, maintain flexibility in their personal lives, and earn supplemental income. 
 
“We're pleased and excited to receive this national recognition by AARP,” said Martha Cyr, Vice President of Human Resources. “At L.L.Bean we know that mature workers bring exemplary customer service skills, reliability, and loyalty to the job. We especially rely on them to help us meet our seasonal business needs. Other employers which were acknowledged by AARP for their outstanding programs include Cornell University, which finished first; Scripps Health of San Diego, which finished second, and S. C. Johnson and Son, Inc. of Racine, Wisconsin, third.  The National Institutes of Health (NIH) became the first federal agency to receive the AARP honor since the program began in 2001.  NIH finished eleventh.
 
L.L.Bean and the other awardees will be honored at a dinner on October 7 in Chicago.
AARP The Magazine will feature the 2008 Best Employers in its November-December issue, in homes September 25, along with an extensive feature story on recareering and discovering new passions at age 50+. 
 
AARP invites employers to apply for the Best Employers honor by submitting an electronic application outlining their exemplary policies and practices toward 50 and over workers.
 
Candidates are vetted to ensure that practices meet the needs of mature workers.  Key areas of consideration include:  recruiting practices, opportunities for training, education and career development; workplace accommodations; alternative work options, such as flexible scheduling, job sharing, and phased retirement; employee health and pension benefits; retiree work opportunities, and training and development.

Nancy Kelleher takes the Helm of the State Office
  AARP is pleased to announce the appointment of Nancy Kelleher to State Director, AARP Maine.  For the past four years, Nancy was the Associate State Director for Advocacy, spearheading legislative efforts to provide protection for Mainers on issues such as access to affordable health care and prescription drugs, predatory lending and homeowner protections, funding for home care services and repeal of the older worker penalty for those on Social Security but eligible to collect unemployment.
“I am eager to work on behalf of our 240,000 AARP members in Maine for greater access to affordable health care, financial security and opportunities for all who want to make the second 50 years of their lives as exciting as the first 50,” said Ms. Kelleher. 
  Prior to AARP, she was Senior Director for Advocacy and Communications on behalf of Sweetser, a provider of mental health services to 20,000 children and adults across the State.   
 Nancy also worked in the Speaker’s Office of the House of Representatives where she handled administrative and policy issues for three Speakers.  In the 119th Legislative Session she was named the Chief of Staff for Speaker Steven Rowe of Portland.  Nancy has also worked in a number of other non profits organizations in either management or advocacy positions.  She has served on several state positions including the Deputy Secretary of State for Corporations, Elections & Commissions for Dan Gwadosky, the former Secretary of State.
  Nancy serves on the Elder Abuse Task Force of Maine, the Stakeholders Group on HealthINFO Net, the Advisory Committee for University of New England’s Geriatric Education Center, the Elder Issues Partnership, and the Aligning Forces for Quality Project.  She also volunteers and serves as President of the Scarborough Public Library Board of Trustees. She has served in a variety of volunteer capacities for groups dealing with women and families and housing issues..  In 2002 she was named a YWCA Woman of Achievement.  She and her husband Edward live in Scarborough, Maine. They are the proud grandparents of four.

Time is running out. Some 31,000 Maine residents may still be eligible for the federal economic stimulus payment, but many of them might not know it. 
 
The economic stimulus payment is a one time payment of $300 for individuals and $600 for married couples filing jointly and more if there are children in the home.
 
Altogether more than $9 million dollars in Maine could go unclaimed if people do not file by October 15, 2008.

  Senate Does the Right Thing on Medicare Bill Second Time Around
 

 

AARP CEO Bill Novelli issued the following statement on yesterday's vote by the Senate to pass the Medicare Improvements for Patients and Providers Act of 2008:

They say that life doesn’t give you second chances. The Senate got a big one this week, and AARP applauds the bipartisan majority of Senators who voted to pass a bill that would protect and improve Medicare for the 44 million Americans who depend on it. This bill would allow people in Medicare to maintain access to their doctors, improve benefits for low-income, prevention, and mental health programs, and boost quality through national e-prescribing. 

This vote -- which came less than two weeks after a similar effort fell one vote short -- mirrored the broad support with which the House of Representatives earlier passed this bill.  This shows what can happen when leaders in Washington break through partisan gridlock.

We hope the President recognizes the overwhelming bipartisan support that passed this bill in both chambers of Congress and signs it into law.

Big changes are coming to the phone bills of most Mainers.  At a time when it seems the price of everything is on the rise, most former Verizon customers will see their monthly phone bill decrease by $4-4.50, thanks to advocacy by AARP. 

 
FairPoint   Communications is taking over Verizon’s business operations in Maine.  As it sought approval for the sale from the Maine Utilities Commission FairPoint also agreed to settle a long-standing rate case brought by AARP and the Office of Public Advocate (OPA).  The agreement between FairPoint, AARP and the OPA  amounts to an $18 million annual rate reduction, for the next five years. 
 
The rate cut should take effect before the end of this year.  The exact amount of the reduction will be based on the number of lines in service, but it is expected to range between $4.00 and $4.50 per month. Customers who purchase certain bundled packages of service will not see an automatic reduction. 
 
As part of the agreement FairPoint will not be able to raise rates for basic monthly service five years. In addition to cutting rates, FairPoint agreed to expand broadband coverage and to adopt Verizon’s price of $18 per month for “DSL” broadband service.
 
For nearly 10 years AARP has been trying to get the Maine Public Utilities Commission to follow the law and review the rates Verizon charged for basic local phone service.  After years of delays, including appeals to the state Supreme Court, our position prevailed and the Commission was forced to undertake a rate review, which was concluded in 2007.   At the hearing AARP argued rates were too high and the judge hearing the case agreed. The result of the hearing was a finding that Verizon had been over-charging consumers by several million dollars annually.  The rate reduction is the result of that case.
 
“AARP has been fighting for this rate reduction since the 1990’s,” said Jud Dolphin, AARP State Director in Maine.  “Our analysis showed that Verizon’s rates for basic local phone service should have been reduced significantly.  The  FairPoint takeover created the opportunity to give Maine customers long overdue rate relief.”

AARP Advocacy Wins in 2008
 
 Economic Security Wins in Maine
  1. Home Owner Protections Passed: AARP supported a Bill that was signed into law that protects
homeowners from foreclosure “rescue” scams intent on stealing homeowner equity. The scams happen when certain foreclosure purchasing firms offer to buy the title of a foreclosed property often below market value and promise to help the owners eventually repurchase. Homeowners saddled with high interest rates and hidden fees created by these firms often can’t raise enough cash to regain their homes. The law establishes criminal penalties for firms that engage in equity theft and establishes licensing requirements to monitor the industry. To protect homeowners, the law provides credit counseling, the right to cancel a contract within five days, and guarantees that homeowners receive at least 82% of the fair market value of their home if they sign over their title.
  1. Hospital Errors: AARP supported a Bill that was signed into law that prohibits a health care facility from knowingly charging a patient or insurer for treatment to correct mistakes or preventable adverse events.  
 
Health Care Wins in Maine
  1. Budget: Proposed cuts to the budget totaled $180 million.  AARP worked hard to restore many of the cuts to programs serving the elderly. One-half of the proposed cuts to Home & Community Based Services were restored as well as funding for Homemaker Services, Independent Living, and Adult Day Health services. Funding was not restored for the Alzheimer’s Association, Area Agencies on Aging, Keeping Seniors Home and independent assessments for Homemaker services. The long awaited Elder Services Healthy Housing Communities program was eliminated before it even started.
  2. Access to Health Care: AARP worked to ensure that many of the cuts to the MaineCare program, which serves very low income adults (non cats), were substantially reduced.  Areas that were restored include a (reduced) pharmacy benefit for participants, further reductions in enrollment caps, and increases in co-pays for doctor and hospital visits.
  3. DIRIGO: AARP supported the concept behind DIRIGO from its beginning, which was passed as a bi-partisan attempt to lower health care cost through cost containment and to offer an affordable insurance product for the uninsured and those small businesses that wanted to offer health care insurance for their employees. DIRIGO was changed to now be funded by a combination of increased taxes on wine, beer, soda and soda syrup, and funding from the Fund for Healthy Maine, including $2 million in current program cuts. 
  4. Community Rating Changes Defeated: AARP worked to defeat a Bill that was modeled after an Idaho law which included a high risk pool and almost total elimination of community rating protections. It would have allowed insurance companies to charge higher premiums to those who may be over 50, have health problems, live in certain areas of the state or work at certain jobs.
 
Livable Communities Wins in Maine
  1. Tax Law Changes: AARP supported a Bill which was signed into law and allows municipalities to abate taxes for seniors in exchange for public service work in accordance with specific guidelines.
  2. Time of Use Meters: AARP opposed a Bill which required time of use meters to be used for peak time electrical use.
  3. Fair Rates for Telephone Service: AARP supported a Bill which was signed into law to ensure that Maine consumers would pay fair rates for telephone services when a telephone company is found to have set excessive residential rates. This law was in direct response to the actions of the Public Utilities Commission in regards to a decade-long rate case between AARP and the Office of Public Advocate against Verizon on residential rate setting which was ultimately resolved in AARP’s favor.
