I used a tiny jingle bell under the skirts to hold the wire, and kind of ran the wire up thru the holes in the center of the skirt and then thru the big jingle bell head. With jewelry pliers, I twisted the remaining wire into a halo and hook for hanging. Some didn't get a hook, but they all got wings and some got arms. No 2 are alike
