Let me clear up a number of errors that I see so far in postings about the 1940 census.
First, there is a **72** year privacy period before a US population census is open to the public. That means the 1940 census, with a census date of April 1st, 1940, should be available on April 1st 2012. We are not sure if it will be open on that day, as it's a Sunday and the National Archives is closed..... but....
The 1940 census will be the first that NARA opens that will be fully **digitized** and put **online**. There will be no film or apparently any fees. Thus anyone when it opens will be able to access the online images of the census pages. However, there probably will be no name index available on opening day.... so you are going to have to use geographical finder techniques to find your target individuals. Eventually private companies or the LDS will probably produce a name index for this census.... but you should with a little effort find your targets on opening day without a name index.
I've been working on producing geographical finder aids for the 1940 census since 2005. We have 3 separate ways of finding district numbers for 1940. Those databases are up on the Steve Morse website (One Step Website at stevemorse.org) and one should, with an address in a large city or a location in a rural area, be able right now to find the enumeration district # for your target for the 1940 census.
I'm still adding cities to the street indexes..... and if anyone wants to help ... let me know. Presently, we have all cities over 50,000 done, and I'm lowering that to all cities over 25,000 in 1940 and at least 100 more cities below that. Before I'm through, I should have over 500 cities with full street indexes done to get 1940 district numbers.

The census isn't released until after 70 years. About 2010 the 1940 census will be released. The 1950 census won't be released until about 2020. A lot of librarys have a membership in a couple of gene sites that you can get with your library card plus $10.00. A lot cheaper than the regular site fees. My library has 2 sites. One you can access from home and the other you have to be in the library and use their computor to access .
