U.S. House Passes Medicare Premium Fairness Act AARP lauds bill that will hold Medicare premiums steady; 2 members of Georgia delegation vote “no”

By a vote of 406 to 18, the House of Representatives on Thursday passed the Medicare Premium Fairness Act (H.R. 3631), a bill that will hold Medicare premiums steady for all beneficiariesnext year, including more than 1.1 million in Georgia.  Two of the House members voting against the bill were Rep. Tom Price (R-Roswell) and Rep. Paul Broun (R-Augusta).  The remainder of the state’s delegation voted with the majority.

“This is a major victory and bipartisan accomplishment for AARP and individuals who rely and depend on Medicare for their health care needs,” said Ken Mitchell, AARP GA state director. “By holding Medicare premiums steady for all beneficiaries for the next year—premiums that have doubled since 2000 -  this  bill will ensure that health care is more affordable for people in Medicare - without burdening taxpayers or future generations with new spending,” he said.”

As health care costs continue to soar despite lower inflation throughout the economy, older Americans are hit particularly hard. Retirees have seen their savings wiped away by market losses while their health care bills continue to climb. People in Medicare today spend nearly a third of their income on health care.

There's been a lot of confusion about what's involved in health care reform, and even more confusion about who is supporting what. At AARP, our core goal remains the same. We are fighting for our members today, just as we've fought for them for the last 50 years. Today, that means we're fighting to protect the Medicare benefits you’ve earned. To guarantee that you’ll never be denied coverage because of your health or age. To prevent anyone from coming between you and your doctor. And to make sure patients don’t take a backseat to insurance companies.

More specifically, AARP is fighting to:

Protect Medicare Benefits.Medicare is a sacred promise that was made to seniors – because no one should be left to struggle with medical bills after a lifetime of hard work.  We must protect the Medicare benefits seniors have earned and strengthen the program for future generations. We’re also working to fill in gaps in today’s benefit package, such as closing the Part D prescription drug coverage gap (the so-called “doughnut hole.”) and eliminate out-of-pocket costs for important preventive care like cancer screenings and diabetes tests.

Eliminate Waste: We must reduce waste in Medicare so we can ensure today’s seniors continue to get the benefits they’ve been promised.   Currently, Medicare hands out billions in subsidies to private insurance companies. These are tax dollars that should be going to seniors’ care not insurance company subsidies.   By eliminating this waste, we can protect senior benefits and fill in some of the gaps in Medicare.

Preserve Your Choice of Doctor:   AARP is fighting to ensure doctors get paid fairly so seniors will have the freedom to choose the doctors they need. Without health reform, Medicare doctors will be forced to take a 21 percent pay cut.

Protect Your Right to Make Medical Decisions: AARP is fighting to ensure that all health decisions are made by you and your doctor, not your insurance company or the government.   No matter what your age, your care should be your choice.

Prevent Discrimination. Health reform must end insurance abuses, such as denials of coverage due to a person’s health history, or using age as an excuse to charge sky-high premiums. Such discrimination has become a serious problem for Americans age 50-plus who need insurance, and AARP is fighting to make sure needed protections are in a final health reform plan.

Protect Consumers: AARP is fighting to stop the high prices charged by drug companies by: enabling drug price negotiation; allowing safe, legal importation of lower-priced prescription drugs from abroad; and permitting the sale of generic versions of biologic drugs – costly medications for diseases such as cancer and multiple sclerosis.

AARP will continue to scrutinize health reform proposals, to determine whether they make sense for our members and their families. We are watching this process closely and will continue to work to make sure all Americans have the health coverage they need.

Approximately 2,700 AARP members in Georgia's 2nd Congressional District joined in an AARP-sponsored tele-town hall September 15th as U.S. Rep. Sanford Bishop and AARP health care expert Nora Super answered a variety of questions about health care reform.
Rep. Bishop answered questions on eliminating waste and fraud in Medicare, saying that a broad comprehensive approach was needed to this issue, and the issue of rising insurance rates, saying that a key goal of health care reform is to make coverage affordable for everyone.
In a tele-town  hall, AARP calls its members in a congressional district so that they can ask questions and listen in as their representative talks about a key issue like health care reform.
During the Sept. 15 tele-town hall, AARP members polled said the goal of supplying affordable coverage to the uninsured and to those with pre-existing conditions was a top priority as Congress tackles health care reform.
About 54 percent of those polled also indicated that they were likely to call or write their congressman to make their positions known in the health care debate.

On Sept. 9, approximately 1,000 senior citizens visited Tavis Smiley’s America I AM, a traveling exhibit that highlights the roles that African-Americans have played in America’s history and culture. The exhibit will be at the Atlanta Civic Center until Sept. 27.

Sponsored by AARP Georgia and Walmart, the free tours enabled seniors to gain fresh insights into the contributions of African-Americans, from political activities to musical and literary influences.

The exhibit showcased materials from the first arrivals of African-Americans as slaves, through plantation life to early freedom during the Civil War. It also followed up with examples of life in the early 20th Century, through the civil rights movement to the present day.

For some visitors, the exhibit brought back memories of their roles in the civil rights struggles of the 1960s.  One visitor said her mother “wouldn’t let her go out” when she was a teen-ager in Birmingham, AL, during the height of the civil rights activities there.

Several visitors pointed out that the exhibit gave voice to what they already knew: That the impact of African-Americans on the United States was deep and pervasive. One visitor summed up the exhibit as “simply outstanding.”

More than 150 constituents attended an Aug. 28 AARP town hall on health care reform with U.S. Rep. David Scott (GA-13) and AARP representatives in Austell, Ga.

Scott fielded questions from a lively audience about HR 3200 as well as specific proposals such as coverage for pre-existing conditions and the drug doughnut hole. Scott clarified several misinterpretations and debunked some of the myths in the bill, including claims that the bill requires coverage for illegal immigrants (it doesn’t) and that it provides the government with real-time access to citizens’ bank accounts (it doesn’t).

Some speakers told personal stories, including one about an uninsured artist who couldn’t afford care and died in her bathtub. Others complained that prescription drugs were cheaper in Canada, and some extolled the benefits of the current American health care system.

Several in the audience were concerned about the ultimate cost of the proposed plan; Scott assured them that he is looking to create a plan that is designed to be pay-as-you-go.

About 20 members of the audience made comments or asked questions during the two-hour town hall. Other audience members were given a form to write down their questions for an email or phone response.

In an informative You Tube video, AARP’s director of policy, John Rother, explains why health care reform is important even to people who now have coverage. Rother points out that, even with health insurance, many people may face bankruptcy because of a major illness that isn’t fully covered. In fact, three-fourths of people who go bankrupt because of medical bills actually had coverage. In the video, Rother also notes that health-care premiums have doubled in the last eight years, meaning that employers are forced to pay lower wages because of the high cost of health care.
