Jacob Lozada, Ph.D., of Fairfax, VA, is a member of the AARP Board of Directors, Class of 2014. He serves on the Board Member Value-Social Impact Committee and AARP's National Policy Council. 

Dr. Lozada is an independent management consultant. In earlier professional experiences, he was Senior Advisor for Diversity Strategies in the U.S. Office of Personnel Management and Assistant Secretary for Human Resources and Administration in the Department of Veterans Affairs (VA). While at the VA, Dr. Lozada served as a member of the President's Task Force on Puerto Rico status, the Interagency Taskforce on Hispanic Employment in the federal government, and the Interagency Working Group for the White House Initiative on Asian-Americans and Pacific Islanders. 

Prior to his service at the VA, Dr. Lozada was Principal at Booz Allen and Hamilton, Managing Consultant at Electronic Data Systems (EDS), and a Commissioned Officer in the U.S. Army Medical Department retiring with the rank of Colonel. 

Opportunities in education and the military are significant in Dr. Lozada's volunteer experience. He is president and founding member of the University of Puerto Rico's Association of Alumni and Friends Abroad (UPRAA); a planning committee member of UPRAA's Coquí Classic Golf Tournament supporting the Association's charity programs; chair of the Jaime Benítez Bicentennial Celebration in the Continental U.S.; and a board member of the VA National Medical Music Group (VA-NMMG). 

Among many honors and awards, Dr. Lozada is the recipient of the League of United Latin American Citizens' (LULAC) Presidential Citation; the American GI Forum Founder's Award, the Department of Veterans Affairs Exceptional Service Award; the U.S. Army Baylor Program in Healthcare Administration and the University of Puerto Rico at Humacao's Distinguished Alumni Awards, and a Special Proclamation from the House of Representatives of Puerto Rico for his service as VA Assistant Secretary. He is a Fellow of the American College of Healthcare Executives, Adjunct Assistant Professor at George Washington University, and Principal of the Council for Excellence in Government. He was recognized by Hispanic Business Magazine as one of the 100 Most Influential Hispanics and by the National Journal as one of the Washington Decision Makers in 2001. Additionally, his military awards include the Legion of Merit, Army Meritorious Service Medal (six awards), Defense Meritorious Service Medal, Army Commendation Medal (two awards), Order of Military Medical Merit and Expert Field Medical Badge. 

Dr. Lozada earned a Ph.D. in Education from Walden University; a Masters in Health Administration from Baylor University; and a B.A. in Science with a Commission from the Reserve Officers Training Corps (ROTC) from the University of Puerto Rico.
